The IOPS Board consists of seven members delegated by the participating universities and at most three members from other research institutes.

Participating universities are:

• Leiden University
• University of Amsterdam (UvA)
• University of Groningen
• VU University at Amsterdam
• Twente |University
• Tilburg University
• Utrecht University

Research institutes presently participating in the board of IOPS are:

• CITO (National Institute of Educational Measurement)
• CBS (Statistics Netherlands)
• K.U.Leuven is officially participating in IOPS and has a permanent advisory member in the board.

Board meetings are also attended by a representative of the IOPS dissertation students; this representative is appointed by the IOPS PhD students for a period of two years. Board meetings are chaired by prof. dr W.J. Heiser (Leiden University), who is als Director, and advisory member of the Board.
